SDG 16 – Peace, Justice and Strong Institutions

SDG 16 ‘Promote peaceful and inclusive societies for sustainable development, provide access to justice for all and build effective, accountable and inclusive institutions at all levels’ focuses on improving institutions and governance to protect individuals and their rights.

In the updated NDC submissions, 2% of activities addressed Goal 16 compared with 0% in the first NDC submissions. In the first NDCs, countries were prioritising targets '16.6 Develop effective, accountable and transparent institutions' (38%) and '16.1 Reduce violence' (31%), linking these to 'Security and safety improvement' (40%), 'Institutions effectiveness' (25%) and 'Institutions accountability' (25%) as key strategies for climate action. In the updated NDCs, countries are prioritising targets '16.6 Develop effective, accountable and transparent institutions' (52%) and '16.7 Ensure responsive, inclusive and participatory decision-making' (30%), linking these to 'Institutions effectiveness' (49%) 'Institutions accountability' (26%) and 'Institutions legitimacy' (15%) as key strategies for climate action.

Regarding first NDC submissions, activities related to this Goal are prioritising adaptation with 41% of the activities, while 11% focus on mitigation. Meanwhile, for updated NDC submissions 33% prioritise adaptation and 15% mitigation. The share of quantified activities has decreased from 3% in the first NDCs to 1% in the updated NDC submissions.
