The first NDC submission of China contributes the most to SDG 11 'Sustainable Cities and Communities' (23%) and SDG 9 'Industry, Innovation and Infrastructure' (21%). For SDG 11 the highest contributions relate to Target '11.3 Inclusive and sustainable urbanization and participatory planning' (41%) and Target '11.2 Accessible and sustainable transport systems' (32%). Here, the main climate actions are related to 'Urban planning' (41%) and 'Low-carbon shipping' (21%). For SDG 9 some of the highest contributions relate to Target '9.4 Upgrade infrastructure, increase resource efficiency and adopt clean technologies' (48%) and Target '9.2 Sustainable industrialisation and raise employment and GDP' (26%). Here, some of the main climate actions are related to 'Research and development' (24%) and 'Infrastructures upgrade' (16%).
