The first NDC submission of Philippines contributes the most to SDG 13 'Climate Action' (17%) and SDG 17 'Partnerships for the Goals' (17%). For SDG 13 contributions relate to Target '13.1 Strengthen resilience and adaptive capacity to climate-related and natural disasters' (75%) and Target '13.2 Integrate climate measures in national policy making' (25%). Here, some of the main climate actions are related to 'Strengthened institutional capacity for mitigation' (33%) and 'Disaster and risk reduction' (22%). For SDG 17 some of the highest contributions relate to Target '17.1 Strengthen domestic resource mobilization, including revenue collection' (13%) and Target '17.2 Developed countries to fulfill ODA commitments' (13%). Here, the main climate actions are related to 'Partnership' (25%) and 'Financial resource mobilization' (17%).
